Windows Installer Service could not be accessed | Problem with Shortcut Fix
Please use the following command for 32bit, 64bit or both.
32bit:

“%windir%system32msiexec.exe /unregister”
“%windir%system32msiexec.exe /regserver”
“exit”

64bit:

“%windir%syswow64msiexec.exe /unregister”
“%windir%syswow64msiexec.exe /regserver”
“exit”

REBOOT YOUR SYSTEM…problem Fixed…ENJOY!!!
